Professor Dr. Jamal Bakr Hassan Al-Tikriti

Professor Dr. Jamal Bakr Hassan Al-Tikriti is regarded as one of the prominent academic figures in the fields of International Law and Political Science, combining specialized study with practical academic experience, which has earned him a distinguished scholarly position among Arab researchers. He was born in Tikrit, Salah al-Din Governorate, Iraq, in 1957, and currently resides in Istanbul, Turkey.

Dr. Al-Tikriti began his academic journey in Iraq, where he obtained both his Bachelor’s and Master’s degrees in Military Sciences. He later pursued his passion for legal studies at Al-Mustansiriya University in Baghdad, where he earned his PhD in International Law. This specialization became the foundation of his academic career, which has since expanded to include teaching, supervision, and scholarly research.

He has participated in numerous Master’s and PhD dissertation defenses in fields such as law, political science, administration, and economics. Among his supervised theses are a PhD in Political Science by researcher Mohammed Khalil Ibrahim on the consequences of the dissolution of the Iraqi army following the 2003 U.S. occupation, and a PhD in Law by researcher Hazem Saleh Mahdi on the U.S. occupation of Iraq and the Wikileaks documents. He also served as a committee member for several theses, including a Master’s thesis by researcher Abdul Reda Kazem Al-Difa’i on water abundance in Turkey and scarcity in Iraq and Syria under international law, and the same researcher’s PhD dissertation on the international legal position on the 2003 Iraq War. Furthermore, he reviewed and discussed dissertations addressing constitutional and political issues, such as judicial review of laws, the consequences of the U.S. occupation, American strategy in Iraq, and Russian military intervention in Syria.

Dr. Al-Tikriti has also taught in prestigious academic institutions and served as Vice President for Administrative and Legal Affairs at Al-Ummah University for Science and Technology, where he played a significant role in advancing academic and legal development.

In addition to his academic and supervisory contributions, he is a member of several prominent academic bodies, including the Legal Committee of the Iraqi Forum for Elites and Competencies. He also serves as a member of the Executive Office of the Union of Arab Academics and is one of its founding members, reflecting his influential presence in Arab intellectual and academic forums.
